Formula used by the calculator
The calculator uses four steps:
- Project cost = readiness and consulting + assessment or audit + remediation.
- Annual tooling cost = monthly tooling cost × 12.
- Training cost = employees × training cost per employee.
- Estimated first-year cost = project cost + annual tooling + training.

PCI DSS planning should focus on the cardholder-data environment and every connected person, process and technology that can affect its security. Reducing unnecessary scope can materially change the amount of assessment and remediation work.
- The number of payment channels, locations, systems and service providers in scope.
- Whether cardholder data is stored, processed or transmitted by internal systems.
- The current condition of network segmentation, logging, access control and vulnerability management.
- The assessment method and the amount of external assessor or specialist support required.
- Scanning, penetration testing, monitoring and compliance-management tooling.
- Remediation work needed to correct security or documentation gaps.
How to compare budget scenarios
Create a baseline using the most likely values, then change one assumption at a time. A lower-cost scenario might assume stronger existing controls and less remediation. A higher-cost scenario might include a wider scope, more specialist support or additional security tooling. Keeping the other inputs unchanged makes the effect of each assumption easier to understand.
For cash-flow planning, separate the result into upfront project expenses and recurring costs. Consulting, assessment and remediation are treated as project costs by this calculator. Tooling is annualized, while training changes with the workforce size entered.
Costs that may need a separate allowance
The estimate does not automatically include payment-processing charges, replacement hardware, assessor travel, major application redevelopment, recurring validation or penalties arising from noncompliance unless those costs are entered separately.
